JOB SUMMARY

 

Job Purpose

– To assist the Treasury and Commercial Manager by efficiently and successfully managing the two treasury analysts, ensuring that daily, weekly, and monthly operational treasury operations are accomplished on time and to a high quality. – Oversee and deliver all areas of treasury reporting to the Treasury Manager and the Head of Finance Tax, Treasury, and Reporting.
– To assist the Tax, Treasury, and Reporting team in completing month-end activities such as purchasing and journal entry. – To deliver services to the larger University population in a customer-focused manner, consistent with our service excellence mission.

Main duties and responsibilities

Team Management

  • Management of treasury analysts, as well as oversight and control of the treasury mail-box – allocating inquiries and incoming messages to team members while guaranteeing timely response to all requests (SLA of 5 days).
  • Work is managed by Treasury Assistants with input from the Treasury and Commercial Manager.
  • Ensure that the FX rates in the financial ledger are updated daily and cross-checked with those entered by a team member.
  • As a crucial part of the financial team, you will set an example and drive others, ensuring that behaviours and attitudes reflect University principles. Promote a continual improvement strategy while also demonstrating a culture of responsibility and accountability to ensure exceptional service delivery.
  • Annual objectives are defined that are connected with the overall Finance goals, and achievements are tracked and documented using the P&DR process.
  • Create a high-performing team by providing direction and feedback on performance and objectives.
  • Hold regular Team Meetings to promote efficient communication, convey essential messages as needed, and give a venue for the Team to raise any concerns.
  • Management of team workload to ensure adequate cross-team coverage for key tasks, removing any key person dependencies, by developing and maintaining appropriate training materials and actively managing team depth charts and training, including a comprehensive onboarding training schedule.

Policies

  • Contribute to service improvement by assisting the Treasury and Commercial Accounting Manager in documenting, updating, and improving existing cash and treasury policies and procedures on a continuous basis.

Focal Point

  • Act as the primary point of contact for the Accounts Payable and Accounts Receivable teams for treasury matters, ensuring that business as usual / routine issues are handled promptly by the treasury assistants; however, if the issues are complex / ad hoc in nature, the Treasury Supervisor will use their expert knowledge to resolve or escalate in a timely manner.
  • Build relationships with the University’s operation banks for transactional queries related to RFIs for outgoing payments or incoming payments, collaborating with Finance operations management to guarantee a quick and timely resolution.
  • Accountable and responsible for managing the University’s various banking and money market online platforms. Ensure that the access and approval authorizations are current and appropriate for the University to operate in a regulated financial way in accordance with the University’s treasury management policy.

Reconciliation’s

  • Preparation of bank reconciliations for the University’s high volume transactional accounts, including prompt investigation of reconciling items and maintaining lines of contact with relevant teams such as accounts payable and receivable via calls/meetings, emails, or SharePoint.
  • Bank reconciliation progress is monitored monthly for all transactional accounts, including HSBC group facility accounts and Handelsbanken transactional accounts.
  • Prepare month-end reconciliations for Money Market Fund and other investment accounts.
  • Communicate with other teams to get their reconciliations and clear reconciling items from the Tax, Treasury, and Reporting teams’ reconciliations.

Month End/Reporting

  • Calculate and submit the monthly interest receivable accrual.
  • Assist the Treasury and Commercial Accounting Manager with the preparation and processing of bi-annual bond interest payments to bondholders.
  • The Treasury Supervisor will be in charge of gathering, revising, and validating material for evaluation by the Treasury and Commercial Accounting Manager before submitting it to external organisations such as banks, external auditors, and internal stakeholders.
  • Using analytical skills to capture and report income for the Scottish Funding Council and the Office for National Statistics.
  • Use analytical abilities to create, generate, and improve data for monitoring KPIs related to the monthly financial reporting process, as well as team performance versus targets.
  • Prepare and submit a weekly cash report to the Director/Deputy Director of Finance.

Group’s Financial Covenants

  • Accountable for the accurate and timely compilation of all calculations related to the University’s financial covenant compliance requirements for the £245 million in private placement bonds.
  • Excellent organisational abilities are necessary to guarantee that there are no delayed reports or late payments, which could have a substantial financial impact on the University.
  • Interest payments are made biannually and total £3.5 million.
  • Complying with covenants and quarterly reporting to banks.
  • Sending papers to banks and bondholders within the time frame specified in the agreement.

Other

  • Assist the Treasury and Commercial Manager in providing essential information to external and internal auditors.
  • To perform any additional duties assigned by the Treasury and Commercial Manager or other line management.
  • Maintain the contents register for the Finance Office’s insurance reasons.

 

Knowledge, qualifications, skills, and experience.

Knowledge/Qualifications

Essential:

A1 Ability to demonstrate the competencies required to perform the duties of this level of post, having gained the requisite knowledge and skills through personal development and advancement in a similar related role.

A2 Scottish Credit and Qualification Framework level 8 (SVQ level 4, HND) or equivalent, and experience with personal development in a similar job.

A3 In-depth knowledge of financial procedures, such as bank reconciliation.

A4 Detailed understanding of Treasury Management policies.

A5 Solid understanding of banking operations and management information systems.

A6 Excellent understanding of Microsoft Excel, Word, PowerPoint, and Outlook.

Desirable:

B1 Part-qualified or qualified through experience in accounting.

E3 Experience working alone and overcoming unexpected obstacles and hurdles.

E4 Relevant experience working in a high-volume finance transactional environment.

E5 Experience interacting effectively with a wide range of internal and external stakeholders, taking the initiative to proactively resolve problems as they arise.

E6 Demonstrates experience and ability to work under tight deadlines.

E7 Supervisory or management experience with teams.

Desirable:

F1 Experience with Agresso accounting software.

F2 Experience working in treasury.

Terms & Conditions.

The annual salary for Grade 6 will be £32,332 – £36,024.

This role is full-time (35 hours per week) and open-ended. Relocation aid will be provided where applicable.
