About the Role

The Office for Product Safety and Standards (OPSS) is part of the Department for Business & Trade (DBT), tasked with ensuring that UK businesses and consumers can buy and sell products with confidence. Our goal is to protect people and places from product-related harm while promoting fair and efficient markets. We are a growing, dynamic team, focused on making regulation work effectively, and we have a number of exciting initiatives, including the regulation of construction products, aimed at ensuring safety across diverse sectors.

The Online Strategy Team within OPSS is responsible for regulating online marketplaces and e-commerce to ensure consumer safety in an increasingly digital world. As the Online Marketplace Programme Manager, you will lead one of the team’s flagship initiatives, working to ensure that online shopping is safe, secure, and compliant for millions of UK consumers. This role is high-profile within OPSS and is considered a key ministerial priority.

Key Responsibilities

Programme Leadership: Lead and oversee the Online Marketplace Programme, ensuring cohesion across projects and that key deliverables are met. You will manage risks, dependencies, and resolve issues proactively.

Governance: Develop and manage a robust governance framework, supporting key boards, including the Online Strategy Board and operational work-streams.

Project Coordination: Support the initiation, coordination, and successful delivery of various projects within the programme, ensuring they are on-time and within budget.

Team Management: Inspire and manage a diverse team of staff, interns, and students, fostering a collaborative and high-performance culture.

Analysis & Reporting: Produce detailed analysis and high-quality reports to support strategic decision-making at leadership levels.

Stakeholder Engagement: Work closely with senior stakeholders across OPSS, government departments, and external partners to drive programme success and ensure alignment with broader regulatory goals.

Monitoring & Evaluation: Collaborate with monitoring and evaluation teams to ensure programme outcomes are measured and tracked.

Strategic Alignment: Support the Online Strategy Lead in aligning the programme with broader departmental goals, promoting continuous improvement.

Who We’re Looking For

We are seeking an experienced and enthusiastic Programme Manager who can lead a complex, high-profile programme with multiple stakeholders and deliver impactful results. The ideal candidate will possess the following:

Essential Qualifications/Experience:

A professional qualification in Project/Programme Management (e.g., RCA Level 6 or equivalent like APM PMQ).

Strong experience in programme management, including governance, risk management, and project delivery.

Excellent communication and organisational skills, with the ability to articulate complex issues to diverse stakeholders.

A collaborative mindset with a strong ability to solve problems independently and lead teams to success.

A proactive, results-driven approach with the ability to adapt to changing circumstances.

Desirable:

Knowledge of e-commerce regulation, but this is not essential.

Salary & Pension: Salary between £55,836 – £66,338 plus a Civil Service Pension with a 28.97% employer contribution.
