Position Overview

We are seeking an autonomous and dynamic leader to take on the role of Programme Manager for the Humber Diabetic Eye Screening Programme (HDESP), following an internal promotion. This pivotal role involves leading and managing eye screening services for diabetic patients across the North and South Bank of the Humber.

The Humber Diabetic Eye Screening Programme provides a high-quality photographic eye screening service for approximately 63,000 diabetic patients, focusing on the early detection of diabetic eye disease. The Programme Manager will be responsible for implementing and overseeing systems and processes to ensure services meet Group-wide policies and National Screening Service specifications. The successful candidate will also play a key role in the exciting expansion of the service, including the rollout of Optical Coherence Tomography (OCT) surveillance for patients with diabetic eye disease.

Key Responsibilities

Operational Management: Oversee the day-to-day management of all operational issues within HDESP, ensuring the effective delivery of services to patients, in alignment with agreed objectives, targets, quality standards, and resource constraints.

Leadership: Direct line management of managers within the programme, ensuring performance management and the successful delivery of services.

Performance & Workforce Development: Develop and implement mechanisms for performance management at the programme level, as well as workforce development to ensure high-quality service delivery.

Strategic Vision & Service Improvement: Collaborate with the Clinical Lead to develop and deliver the programme’s strategic vision, ensuring service changes align with internal and external expectations and standards. Drive service improvement through modernisation techniques, incorporating patient feedback to ensure services meet patient needs and expectations.

Capacity Planning: Ensure the programme has the required capacity to meet clinical performance targets, addressing both service needs and patient demand.
