About the Role

We are seeking a dynamic, highly motivated professional with strong business acumen and outstanding communication skills to lead the operations of the Competence Test Centre (CTC). This pivotal role involves managing the centre’s day-to-day functions and ensuring the successful delivery of the Nursing and Midwifery Council (NMC) contract, with a focus on operational efficiency, performance metrics, and high-quality service delivery.
The successful candidate will oversee a team of business administrators and take full responsibility for all aspects of the NMC contract. You will ensure that service level agreements and key performance indicators are consistently met and reported, while maintaining excellent standards of service. As the central liaison between the CTC and the University’s professional services, you will also represent the centre in external partnerships, including those with NHS Trusts and the NMC.
Working in close collaboration with the Clinical Manager and Deputy Managers, you will support the effective and efficient delivery of the Test of Competence (TOC), while promoting a seamless and positive experience for candidates and stakeholders alike. Additional responsibilities include project and budget management, resource allocation, contract oversight, bid development, and identifying opportunities for income generation.
The CTC, located in the heart of Northampton, is a vital part of the University of Northampton. It delivers the OSCE component of the Test of Competence and other assessments to Internationally Educated Nurses and Midwives (IEN/Ms) seeking NMC registration, as well as those returning to practice. The CTC plays a significant national role, enabling around 10,000 professionals annually to join the UK healthcare workforce and contribute to patient care.
You will also work in partnership with the Clinical Manager and leadership team to ensure consistent and effective leadership coverage.
About You
We’re looking for a senior business administrator with proven experience in leading professional teams and managing service delivery in a commercial environment.
Essential Experience and Skills:
Extensive experience in commercial management
Demonstrated success in team leadership, development, and mentoring
Strong interpersonal and professional communication skills, including with external stakeholders (e.g., NMC, NHS Trusts, candidates)
Expertise in administrative and operational process development
Familiarity with quality assurance, governance, and risk management
Ability to take ownership of service delivery and drive improvements
Strong organisational and planning abilities, with excellent IT and delegation skills
A track record of successful project delivery and budget management
Skilled in stakeholder engagement and relationship management
Experience in line management, supporting team performance and development
Adaptability to organisational change and evolving stakeholder expectations
Experience with income generation, including bids and tenders
Ability to work both independently and collaboratively
Understanding of HR policies and procedures
A commitment to excellence and continuous improvement
Qualifications:
Essential: A degree or equivalent qualification, or significant experience in project, commercial, or business operations management
Desirable: A relevant professional qualification in administration, business, or commercial management
About the Department
The Competence Test Centre is part of the Faculty of Health, Education and Society at the University of Northampton.
We deliver the NMC Test of Competence (TOC), which assesses candidates against UK pre-registration standards for nursing, midwifery, and nursing associates.
