JOB SUMMARY

Overview:

Transport Scotland is the national transport agency dedicated to providing a safe, efficient, cost-effective, and sustainable transport system for the benefit of the Scottish people. Transport Scotland is answerable to Parliament and the public through Scottish Ministers, and has a budget of approximately £2 billion per year. Transport Scotland’s Roads Directorate is in charge of operating and maintaining the trunk road network. Within the Roads Directorate, the Asset Management Team is in charge of establishing and implementing asset management practices for trunk roads. Our Road Asset Management Plan (RAMP) outlines the level of service we want to deliver on the trunk road network, as well as the effort and investment required to achieve this.

To assist us in fulfilling our responsibilities, we are looking for a skilled and experienced civil engineer to fill the position of Asset Manager (Geotechnical) in the Roads Directorate. This is an exciting and challenging position with potential for influence and impact on delivery services.

Pay Supplement.

This position comes with an annual salary supplement of £7862.

Important Information.

The Scottish Government is preparing to install a new HR and Finance platform, thus some job offers will be contingent on a start date of October 2024 at the latest. This will be validated when your application proceeds.

Responsibilities:

● Provide technical expertise and direction to Transport Scotland project managers on geotechnical issues; assist in the procurement and management of framework contracts for Ground Investigation and Geotechnical Certification; and, as needed, assist colleagues with framework call-offs and tender evaluation.

● Contribute to Transport Scotland’s responsibility to revise design standards and specifications (including the DMRB and MCHW), as well as liaise with other trunk road overseeing organisations.

● Lead the implementation of asset management principles in the maintenance and management of trunk road assets, including the creation of new management processes to increase efficiency and effectiveness.

● Support the progress of ongoing projects to improve the stability of landslides, rock slopes, and other geohazards along the trunk road network.

● Contribute to Transport Scotland’s Climate Change Adaptation Programme and Vulnerable Locations programmes to help it respond to climate risk and achieve Net Zero.

● Lead, participate in, and report on ongoing and emerging geotechnical research initiatives.

● Leading and coordinating the development of strong long-term financial investment strategies for geotechnical trunk road assets; effectively conveying the results at all levels.

● Support the development of Asset Management Systems to ensure alignment with the most recent advances in asset management and new technology for geotechnical, drainage, and other assets.

Essential Criteria and Qualifications:

Qualifications Required

You must have a relevant degree in civil engineering or equivalent, be a chartered member of an acceptable professional association, and be registered with the Engineering Council.

Essential Criteria

1. Excellent communication skills (both written and spoken); comfortable presenting complicated issues to a wide group of stakeholders.

2. The ability to network and maintain positive and productive relationships with a diverse spectrum of internal and external groups, agencies, and individuals.

3. Capable of gathering and arranging evidence and information from a range of sources to inform the creation or improvement of procedures, policies, or guidelines.

4. Has experience providing geotechnical advice and is conversant with design standards for ground engineering and geotechnical activities.

Minimum time in post.

Unless you are promoted to a higher Band or Grade, you will be required to stay in your current position for at least three years.

If more roles are necessary, a reserve list of successful candidates will be maintained for up to 12 months.

Location

This position is headquartered in Glasgow and involves hybrid working in accordance with current Transport Scotland policies. You will be expected to be in the office twice a week, pro rata.

The position is full-time, however employees with alternative work schedules are encouraged to apply, and we will consider proposed schedules in light of the business requirements for this position.
