JOB SUMMARY

 

Transport Scotland is Scotland’s national transport body, accountable to Parliament and the public through Scottish Ministers, and has an annual budget of approximately £3.9 billion. Transport is an important component of the Scottish Government’s strategy for improving sustainable economic growth, and transport investments and policies have a significant impact on the economy, people, and the environment.

An opportunity has arisen to join the Finance and Corporate Services (FCS) Team as an Assistant Finance Manager. The Assistant Finance Manager will collaborate with and report to one of the Finance Business Partners, as well as provide support to the whole finance function, including the accounts payable and financial accounting teams.

The successful candidate will have the opportunity to build and strengthen a wide range of skills and competences while learning about the agency’s critical job.

Job Description

Provide financial assistance and guidance to certain directorates within Transport Scotland to help them meet operational objectives and statutory responsibilities within the constraints of available resources.

● Monitor the implementation of financial and budgetary controls, highlight areas for improvement, and report back to budget managers with suggestions for remedies.

● Collaborating with budget holders throughout the agency to provide financial data to support Scottish Government forecasts and statutory reporting in compliance with applicable accounting principles and laws.
● Support and advise the Finance Business Partner, other directorates, and financial accounting team on finance and governance issues, as well as specific commissions, as needed.

● Support Transport Scotland in implementing strong financial controls and procedures, as well as successfully managing its financial reporting processes.

●  Assist with the compilation and collation of the Transport Scotland Annual Report and Accounts, as well as engage with external auditors.

Person Specification

Essential Criteria

1. The capacity to plan and prioritise your own work, as well as the flexibility to adjust priorities in response to changing needs.
2. Excellent writing and verbal communication skills, with a track record of effectively explaining financial information to stakeholders and non-finance professionals.
3. Proven ability to examine financial and managerial information using Excel as an analytical and reporting tool.
4. The ability to establish excellent working relationships inside finance and throughout the organisation to aid knowledge of business concerns, financial performance, and planning.

Location

This position is based in Glasgow or Edinburgh, with hybrid working arrangements in accordance with current Transport Scotland rules. You will be expected to be in the office twice a week, pro rata.

The position is full-time, however employees with alternative work schedules are encouraged to apply, and we will consider proposed schedules in light of the business requirements for this position.
