JOB SUMMARY
Job Purpose
To assist the Head of Technical Services and the Building Surveying Manager in developing and implementing policies and procedures by providing professional building surveying knowledge.
The postholder will be in charge of providing technical surveying assistance on building architectural, fabric and associated infrastructure, as well as managing maintenance plans throughout the University Estate.
Main duties and responsibilities
Leadership & Management
Manage and supervise large and/or complicated building maintenance projects, from briefing and design to construction and completion.
Collaborate with Project and Construction colleagues to identify and agree on appropriate project management arrangements for building maintenance projects, ensuring that all work is well planned, executed to a high standard, and with minimal disruption, in accordance with University requirements, including statutory and regulatory compliance. Identify and engage professional contractors and consultant help as needed, and offer technical guidance to the Facilities Services in-house team.
Conduct surveys and feasibility studies to help advise and design future small construction and maintenance projects. Update asset and maintenance records.
Technical
Ensure that current and acceptable construction techniques are used, and monitor the quality and completion of the work. Contribute to the continued development of Estate Design Standards.
Provide technical expertise and direction to Facilities Managers and Duty Managers regarding planned or difficult maintenance, as well as small works.
Contribute to the creation and execution of technical policies and procedures that affect the University’s Health and Safety business.
Investigating challenging maintenance problems and recommending technical solutions. Conduct and manage building surveys and feasibility studies to help determine future building refurbishment and maintenance projects. Provide written reports.
Develop and administer the building fabric asset registry, as well as providing technical support for building and campus asset management plans. Ensure that systems are in place to update condition records and conduct periodic evaluations in order to retain records and inform future investment decisions.
Provide feedback on the Design Standards for building fabric, infrastructure, and accessibility.
Support the Construction and Project Management teams, contribute to development briefs, and conduct critical reviews of design concepts.
Compliance and Risk Management
Work with the Compliance division to monitor statutory compliance operations, optimise budgets and maintenance priorities, and provide a safe environment in all University buildings. Ensure that buildings and infrastructure are maintained and operated in compliance with established standards.
Prepare reports on the management of risk-related building fabric issues. This includes being liable for conducting complex investigations and providing technological solutions.
Supplier and Contractor Management
Assist the Head of Frameworks and Contracts and colleagues with the administration of framework agreements and term maintenance contracts. When necessary, serve as technical lead in procurement efforts.
Conduct sample audits, offer comments on contractor performance against appropriate KPI metrics, and ensure value for money is provided on all minor works.
Governance and Reporting
Manage delegated budgets while maintaining strong governance, financial management, and value for money. Deliver essential reports to relevant working groups and boards.
Conduct timely soft landings reviews in compliance with guidelines. Provide critical input on design proposals to ensure they are aligned with University requirements and standards.

Knowledge/Qualifications
Essential:
A1 Ability to demonstrate the abilities required to perform the duties connected with this level of post after acquiring the requisite knowledge and skills in a similar or multiple roles. Alternatively, Scottish Credit and Qualification Framework level 9 (Ordinary Degree, Scottish Vocational Qualification level 4) in Building Surveying, or equivalent (including professional accreditation such as Royal Institute of Chartered Surveying, with relevant formal training), and personal development experience in a similar or related building surveying management role(s) in a similar complex environment.
A2 Evidence of Relevant Continuing Professional Development for the Role.
A3 Expertise in major construction maintenance and legislation requirements for a complicated estate.
A4 Theoretical and practical knowledge of the substance and implementation of Health and Safety regulations to the operation, installation, and maintenance of an Estate’s architectural, fabric, and infrastructure.
A5 Theoretical and practical knowledge of planning legislation governing a heritage estate containing listed buildings.
A6 Familiarity with building-related contracts.
A7 Solid comprehension of project management fundamentals.
Desirable:
B1 Chartered Member of the Royal Institute of Chartered Surveyors or a comparable professional group.
B2 qualification in project management.
B3 Strong working understanding of NEC 3 construction contracts.
B4 Understanding of Higher Education and Public Sector Estate Management.

E4 Demonstrated experience managing contractors.
E5 Experience managing and controlling budgets.
E6 Experience in creating technical reports with clear suggestions for a varied audience.
E7 Experience ensuring compliance with all health, safety, and environmental regulations.
Desirable:
F1 Experience working on a complex estate with various stakeholders.
F2 Recent experience executing continuous improvement projects.
F3 Experience collaborating with, influencing, and managing external project design teams.
Terms & Conditions.
The annual salary for Grade 7 will range between £39,347 and £44,263.
This position is full-time (35 hours per week) and open-ended. Relocation aid will be provided where applicable.
