About the Role
This is a pivotal leadership opportunity to champion a culture where every colleague feels safe, respected, and confident to raise concerns.
As the Freedom to Speak Up (FTSU) Guardian, you will act as an independent and impartial point of contact for staff. You will strengthen trust in the organisation’s speaking-up processes, ensuring concerns are addressed fairly, promptly, and transparently.
The post requires integrity, emotional intelligence, and resilience. You will work across all levels of the Trust — from frontline teams to the Board — influencing change and embedding a culture rooted in openness and accountability.
Your Core Purpose
- Promote a culture where speaking up is normal, valued, and safe
- Provide confidential advice and guidance to staff raising concerns
- Ensure fair process, timely feedback, and appropriate escalation
- Identify patterns, themes, and learning from concerns
- Support leadership to continuously improve organisational culture
Key Responsibilities
1. Culture, Visibility & Engagement
- Increase awareness of the FTSU Guardian role across the Trust
- Develop and support a network of trained FTSU Champions
- Embed speaking-up principles into staff induction and engagement
- Promote available support routes for all staff groups
- Challenge behaviours inconsistent with Trust values
2. Staff Support & Advocacy
- Provide confidential guidance on raising concerns
- Offer enhanced support to individuals facing barriers
- Ensure equitable access to FTSU processes
- Maintain strict confidentiality and data protection standards
3. Governance, Insight & Reporting
- Analyse themes and trends from FTSU cases
- Integrate intelligence with patient safety and workforce data
- Produce quarterly Board-level assurance reports
- Escalate serious or unresolved concerns appropriately
- Support national reporting to the National Guardian’s Office
4. Continuous Improvement
- Review and strengthen speaking-up policies and procedures
- Work closely with People Services and Clinical Governance teams
- Contribute to national FTSU networks and shared learning forums
